Today, one of the important issues of countries is the formulation of macro strategies and policies in various fields to achieve goals and ideals; For this reason, policymaking – especially cultural policymaking – is very important in the improvement and progress of the society’s values and beliefs. Cultural policies mainly focus on the desired situation, determine the frameworks and principles of moving towards the desired goal, and provide guiding principles for those whose decisions and actions affect cultural life. Placing an issue on the cultural policy agenda requires political research. Policy research is the process of conducting research or analyzing a fundamental problem of society, which provides realistic and practical proposals to reduce problems to policy makers; In other words, political research begins with a problem and is completed through an analytical process. Through this process, alternative policy measures are proposed to reduce the problem and are provided to the policy makers. One of the important issues of policy-making is the central and fundamental issues of society such as Mahdavi teachings.
